Here’s where it all started - again - or, where it could have stopped.
Another piece of the jigsaw puzzle.
The February 1992 Wolfowitz Doctrine - USURPATION AND EVISCERATION OF THE UN
Dated 18 February 1992, some 6 weeks after the illegal infiltration of Russia into the UN and Security Council1, the Wolfowitz document conclusively refutes any claim that the GHW Bush administration’s motive at the time was the interests of the UN (e.g. to preserve stability — or even to avert challenges of the remaining vetos, which were both claimed at the time).
The inescapable motive for “giving” Russia a non-existent “veto” was the empowerment of a new enemy to replace the USSR: to continue to deflect attention from US aggression. And to provide an excuse for continued expansion of US economic and military hegemony — exploitation, suppression and subjugation of other countries — under the guise of proxy wars to “protect the world order” from the new enemy, and the axis the “veto” enabled that new enemy to build.
This was corroborated by the simultaneous decisions to
Assist Russia to take all nuclear weapons on other countries’ territory in violation of the Alma Ata and Belavezha treaties for joint control pending disposal;
Assist Russia to upgrade the USSR’s crumbling and possibly non-functional nuclear weapons, instead of insisting on de-nuclearisation as a condition of economic rescue when Russia was economically on its knees;
Asset-strip Russia by a fraudulent “voucher” system which magically transferred the major assets of the Russia state — and with it control of the country — to 40 oligarchs, without any record of any chain of transfer of ownership2.
Green-light the invasions of Chechnya, Georgia, Ukraine, and the sponsoring of corruption throughout the global south.
In short, a “bad cop” (outside democratic control, therefore free to act as it wished) which was well aware that the US could at any time pull its veto rug out from under it — and instantly end its world hegemony and impunity.
What wouldn’t the administration of a country in that position do, to preserve its fraudulently obtained power and opportunity for enrichment?
The Wolfowitz Doctrine is the informal name given to a draft U.S. defense planning document written in 1992 by officials in the Pentagon under then–Under Secretary of Defense for Policy Paul Wolfowitz and his deputy I. Lewis “Scooter” Libby. It was officially titled the Defense Planning Guidance (DPG) for the Fiscal Years 1994–1999.
The draft was leaked to the New York Times and Washington Post in March 1992 and caused major controversy because it openly set out a vision for U.S. global dominance after the collapse of the Soviet Union.
Key principles of the Wolfowitz Doctrine:
Unipolar dominance – The United States should remain the world’s sole superpower and prevent the emergence of any rival capable of challenging U.S. primacy, whether globally or regionally.
Prevention of competitors – Explicitly stated that U.S. policy should be to “deter potential competitors from even aspiring to a larger regional or global role.” This meant not just containing existing powers, but pre-emptively preventing new challengers.
Pre-emptive and unilateral action – Argued that the U.S. should be willing to act alone, without allies or the UN, if necessary, to defend its interests.
Intervention in regional conflicts – Suggested that the U.S. might need to intervene militarily in regions like the Middle East and Asia to maintain stability and secure access to vital resources (particularly oil).
Expanded definition of threats – Saw threats not just in military rivals but also in weapons of mass destruction, terrorism, and instability that might undermine U.S. influence.
Reaction and revisions:
The leaked draft was criticized as imperialistic, aggressive, and unilateralist, with commentators saying it sought “American empire by another name.”
The Bush administration (George H.W. Bush) quickly ordered the draft rewritten in softer terms, emphasizing multilateralism and cooperation, though the underlying logic of U.S. primacy remained.
Elements of the doctrine reappeared in the later Bush Doctrine (2002) under George W. Bush, especially the ideas of pre-emption and U.S. military dominance, which Wolfowitz helped shape as Deputy Secretary of Defense.
The doctrine has clandestinely remained operative to this day, with the continuing demonisation and subjugation of countries asserting independence and resisting US control.
In short: The Wolfowitz Doctrine is the blueprint for U.S. post-Cold War unipolar strategy: maintaining unrivaled global dominance, preventing the rise of competitors, and asserting the right to act preemptively—even unilaterally—to protect U.S. interests.
What it means:
What it means is that it is not Russia driving the world chaos, poverty and human rights abuses, it is US administrations, acting without knowledge or authority of the American people, using Russia as a scapegoat and a pretext.
The sensible option for Russia would have been to prove itself to be a worthy world citizen, looking after its people, expanding its trade and wealth, co-operating in the UN to suppress aggression and grow peace and prosperity.
But that would never bring Russia legitimacy in the United Nations. And it would remove the US’s excuse for aggression. On the contrary, a peaceful world and a strong middle class would inevitably focus its attention on the behaviours of aggressors, wealth inequality and the lack of answerability of governments3 that are the cause.
We have already covered how Russia can be removed within a week by one simple majority resolution, identical to the one which removed the “Taiwan” delegation from the UN in 1971, politically and legally unchallengeable4.
Now we are faced with the fact that it is the only way to dismantle the engineered global plutocrats’ stranglehold on the world, and reclaim peace, human rights, information, self-determination of countries, safety, and sanity5.
So what?
Human Rights
Um, the United Nations actually created universal human rights. Rights no country in the world had — and many, notably the USA, still do not have.
The right to vote.
The right to receive information. The right to be free from discrimination, slavery, deprivation of liberty, and torture.
The right to fair payment for work.
The right to health care, education and legal representation. The right to social security. The right to govern our countries free from interference. The right not to be invaded or subjected to international aggression.
And many more.
If the United Nations goes, the commitment of every country in the world to human rights and non- aggression, goes.
Before the United Nations, they weren’t rights. Some were privileges, of a few groups that could fight for them, but even then dependent on countries’ protection from interference, and peoples’ ability to control their governments, as the victims of US-Russian interference have long been aware — and Americans are finding out right now.
That is why Franklin Roosevelt did not stop with his New Deal legislation - he knew it could be overturned at any time. He entrenched rights in international law, creating a duty which the world community committed to, to protect and fulfill those rights. And they did - issuing the Universal Declaration of Human Rights 3 years later, progressively codifying the law of international relations, adding further rights, and ultimately, despite 25 years of destruction of democracies and proxy wars by the US and USSR, over-ruling the US lies regarding China’s representation. Despite another 20 years of “cold” proxy wars by the US and the USSR and hijacking of the Security Council by Russia, issuing the Millenium Declaration, pushing back against the use of the IMF and World bank to further economic colonialism, against blocking of funds by the Secretary-General, pushing to improve the functioning and co-operation, and intensifying push for reform of the Security Council.
As ~190 nations in the United Nations General Assembly agreed to and developed human rights and international law, the US-Russia proxy wars, economic colonialism and destruction of democracies escalated - then the disinformation age hit, and implanted the age of greed — with escalation of massive wealth extraction and widespread poverty even in the richest nations.
Sovereign equality vs polarity
Sovereign equality and multilateralism, like democracy, operate to counteract power seekers imposing their own interests on others, against law and the common good (polarity).
Sovereign equality and multilateralism is the basis of the United Nations.
In the matter of international security, like any police force, it is critical that one regime must not act against the interests of others.
Conclusion
We are now facing the end stages of the destruction of the United Nations, and with it all our entrenched rights.
It was good while it lasted — from 1945 to ~1975. The world had real growth never seen before or since.
The question is, do we want to give it up?
