In 1971 the US’ lie that a country which was not even a member of the United Nations, had a veto, was exposed. 20 years later the same person, GHW Bush, told the world the exact same lie, about Russia. And no one has pointed it out. Until now.
THE FACTS:
1. Taiwan is not China.
China gave Taiwan to Japan on 17 April 18951.
Japan renounced all claim to Taiwan on 8 September 19512.
Taiwan was occupied on behalf of the Allied Forces from 2 September 19453.
When Taiwan became self-governing (March 23 1996 at the latest)4, it was an independent sovereign state at law5.
2. Russia is not the USSR.
Russia became a separate state from the USSR when it seceded on 8 December 19916.
The USSR was later abolished by its 8 remaining member Republics on 21 December 19917.
THE LAW:
A. UN memberships are not transferable. They attach to the state8.
B. When a state ceases to exist, its UN memberships cease to exist9.
C. Breakaway states which were previously part of member states are not UN members10.

The hijacking of the United Nations: A history lesson
From the moment of formation of the United Nations,
with both its creators Roosevelt, dead, and Churchill, gone,
the US and USSR blocked formation of independent UN standing forces required by the Charter.
Both continued their imperialism, under the guise of competing to expand their extremist economic-political regimes by force — onto countries which had been guaranteed, for the first time ever in 1945, the right to govern themselves without interference.
- But- In 1991 the USSR was abolished by its republics, which unanimously committed to democracy and denuclearisation.
Which left the US with no excuse and no scapegoat.
So what did US President G. W. H. Bush do?
1. He declares that Russia is somehow in the UN with a ‘veto’ when it has never been a member
(when international law explicitly states UN memberships expire when a member (USSR) ceases to exist; and the same law explicitly rules out “inheritance” by breakaway parts of member states. And Russia had broken away and was already a separate non-UN member state, before the USSR was abolished),
2. The Russian government/people are asset-stripped and the country taken over by oligarchs, through the US - forced “bearer voucher” privatisation (read “The Harvard Boys Do Russia”), updates its nukes and grabs all the nukes on other sovereign countries’ territory (funded and enforced by US) and continued the proxy colonial wars.
The US has its excuse and scapegoat back.
Or did it?
For 22 years the US told the UN that the “Republic of China” (”Taiwan”), which had never been a member, somehow had a veto.
In 1971, the “Taiwan” delegation was expelled, by a simple majority UN Members’ resolution, which could not be vetoed. Because it did not represent any UN member.
Just like the Russian delegation.
So the US has a bonus! If Russia doesn’t do what the US wants, its ‘veto’ can be removed at any time, the same way as Taiwan’s.
At least, until another country tables the resolution.

In 1971 US had lied to the UN for 22 years that Taiwan was a member, when it had never joined.
Why?
Human rights, democracy, sovereignty and the rule of law are an existential threat to the malignantly greedy class which has owned the US and controlled its governments for most of its existence.
One US President, Franklin D Roosevelt, decided to entrench human rights, protect countries’ sovereignty and end international aggression. He inspired the (semi11) democratic nations of the world to form the United Nations, which turned those ideas into law. And they committed to give it the power to enforce that law.
The extractor class in the US united swiftly to disable those rights. They were helped by the imperialist, anti-human rights USSR12 which exercised its veto to stop the UN doing its job and blocked from the start the formation of UN forces required by Articles 43,45 and 47 of the United Nations Charter — making it appear “toothless”. The USSR and the US classes had one thing in common: they did not want peace or human rights to be enforced. They wanted power and riches — domination and exploitation.
They set up the IMF and World bank to substitute economic colonialism to replace their charming habit of military invasions and coups which they had used to enslave and disenfranchise the populations of countries and plunder their resources13. Those nice institutions required, as a condition of any loans, the stripping of the borrower countries’ publicly owned assets - thus removing the countries’ ability to ever repay the loans, buying up their businesses and resources for next to nothing, leaving the people in debt slavery and their governments powerless to help them or rebuild their economies.
They ran a propaganda campaign through the United States, that the United Nations - which created guaranteed universal human rights - “will take away your rights”. They didn’t want black people having the vote. They didn’t want to give up their economic slavery, or the prospect of return of real physical slavery - already used in many countries. They didn’t want people to have the right to marry whom they wished or to lower the birth rate by having control over their own bodies (which should naturally have led to a well looked after, empowered society). They didn’t want education, freedom of speech and living wages, for the people they were exploiting. And, for good measure, they said that the United Nations would take away Americans’ guns (it did not) and would take away America’s ‘sovereignty’. (This is the world military alliance, set up to create and protect each other’s sovereignty. “America’s sovereignty” was some how morphed from independent self government, into the ability to destroy and plunder other sovereign nations at will.)
And when the Chinese people rebelled against the exploitation that had almost the entire population facing starvation, enslavement and poverty, those malignantly greedy did not want a country which looked after its people questioning them in that international alliance, maybe siding with the USSR challenging their extraction. So they invented a lie to keep China out of the United Nations.
They claimed that Taiwan, a small island which had never been more than an outlying region claimed but not governed by China, and had been signed over to Japan by China’s then ruling Qin dynasty in 1895, was somehow entitled to China’s UN membership. This incredible concoction was based on the fact that the Allies had captured Taiwan from Japan, and appointed14 the soon to be deposed ruler of China, as the Allies’ agent for the Allied military occupation of Taiwan.
When Chiang Kai-Shek and his Kuomintang were duly deposed as the government of China (equivalent to, say, Trump being voted out in 2020), they fled to Taiwan, and for 22 years the US successfully bullied the UN into letting Chiang Kai-Shek’s stateless “Republic of China” regime use China’s votes and veto in the UN and the UN Security Council.
That’s exactly like Trump after he is ousted fleeing to the Chamizal Strip (ceded by the US to Mexico in 1964) and claiming to exercise the United States’ veto. Then later claiming the Chamizal Strip somehow owns the US veto.
Of course, that made Chiang Kai Shek America’s puppet. He was dependent on US protection for his enormous power, to bring the entire UN to a standstill; and probably for his life. If he didn’t do what the US wanted, he lost everything.
Finally 1 little country tabled a resolution that exposed the fraud, and the world expelled the Kuomintang impostors and recognised the membership rights of the government of China. Soon after that, military rule came to an end and Taiwan has democratically governed itself ever since. It is a sovereign state. But blocked from joining the UN by some rather strange circumstances - which I shall come back and outline later as I fill this out.
Interestingly, the last US representative in the UN to repeat the lies, was one George H. W. Bush.
20 years later the same G H W Bush administration invented a fiction called a “continuator” and told exactly the same lie to the UN, that Russia, a non UN member state which had seceded from the USSR, was somehow a member of the United Nations when it had never joined, what is more, that it somehow had the USSR’s veto - which, by very clear law, had ceased to exist when the USSR did.
Despite the truth being in plain view on the UN web site15, that fallacy has been repeated to the present time.
How the American lies were exposed and Taiwan was expelled.
The exact same law applies: Taiwan was not a member. Russia is not a member.
The only states entitled to participate in the United Nations are the members. And states can only become members through the procedures set out in the United Nations Charter - application, approval by the Security council, and a 2/3 majority vote of the existing members16.
And all it needs is exactly the same resolution to correct it.
The US chicanery
The discussion which led to the vote is eye opening. The speech of G H W Bush is eye-watering.

How could all the countries which attended that session, and voted on that day, 25 October 1971, have forgotten?
The “consent” argument
Actually, Taiwan at least had some sort of claim to a dispute - the UN membership actually did express some sort of oblique “consent” - based on a claim that the occupiers of Taiwan were the “rightful” rulers of China - unlike in the case of Russia.
Unlike Russia’s case - which is crystal clear. It was never the USSR. It left the USSR. It had no claim ever to “rule” the USSR - which after 21 December 1991 did not even exist17. And the law specifically provides that it could not be a UN Member unless admitted under the UN Charter.

General Order No. 1 issued by General Macarthur as Supreme Commander of the Allied Powers on 2 September 1945 directed Japan to surrender Taiwan (along with Vietnam, which was never alleged to belong the China!) to “Generalissimo” Chiang Kai-shek. This was not a transfer of sovereignty or “ownership” of Taiwan — or Vietnam. The order made it very clear that Chiang Kai-shek was acting on behalf of the Allied Powers and authorised to accept surrenders. Key Milestones
Lifting of Martial Law (July 15, 1987):
This event marked the beginning of significant political reforms and the eventual democratization of Taiwan.
First Direct Elections for National Assembly (January 1, 1992):
This established a more representative government structure, moving towards self-governance.

Acknowledged it was not a UN member in a memorandum of the UN Secretariat Legal Department dated 19 December 1991 — which also acknowledged the USSR continued as the UN permanent member (then proceeded to make completely illegal proposals for Russia to grab the USSR’s memberships, impossible under the established law).

The video and documents proving Russia is not in the UN, and its representatives can be expelled by a simple majority (of members present and voting, abstentions aren’t counted) resolution of the UN General Assembly, within a week. No veto, no "reform".
