Yeltsin had no intention of becoming a peaceful democratic member of the world community. From the moment he overthrew Gorbachev he embarked on a course of imperialism - under a patina of "democracy". Which greedy US President after President and European leaders turned a blind eye to. Or did they?

chronology from Step by step demolition
The US taught Yeltsin in December 1991 to ignore the law and they supported him in it.
They supported him in fraudulently pretending to have a non-existent veto1 to control our co-operative of all the world’s governments, responsible for suppressing aggression and protecting human rights - the United Nations.2
They supported him despite watching him violate the 4 December 1991 Moscow treaty of succession, stealing USSR's overseas assets from the other ex soviet states.
They supported him despite watching him steal the assets of the people of the Soviet Union and manipulate them into the ownership of controllable oligarchs.
They supported him despite Ukraine’s complaint to the UN within 2 months, of illegally claiming Ukraine’s sovereign territory of Crimea.
Then, the year to the day after Yeltsin fired on Russia’s parliament in 1993 and forced a change in the constitution3, they supported him into violating the Belavezha accord and numerous other Treaties for shared control of the USSR's weapons.
They literally forced peaceful democratic UN foundation member Ukraine, by threats to prevent loans and aid, changing the President, to give the world’s third largest nuclear arsenal to Yeltsin, despite strong protest.
And, 19 November 1999, the day the Charter for European Security was signed - Yeltsin had showed his imperial designs and attempted another Molotov-Ribbentrop pact - saying to Clinton "You don't need Europe... just give Europe to Russia". page 562, _"'Declassified Documents Concerning Russian President Boris Yeltsin · Clinton Digital Library''
I call it the Yeltsin Blueprint.
"Yeltsin wasn't imperialist" - then how do you explain the Yeltsin blueprint? Maybe it was the administration behind him, but Yeltsin spearheaded them. It wasn’t the Duma (Parliament)4, and it wasn’t the people.

What Yeltsin said
“Just give Europe to Russia” - the morning of the same day Russia signed the Charter for European Security.1 (What an insight into the sincerity and good faith of Moscow in entering into Treaties. And into the bona fides of Clinton and his administration regarding the Budapest Memorandum. At the time perhaps it was wishfully viewed by Clinton as a joke - but history has proved it wasn’t. How could Clinton ignore this, after he had forced1 Ukraine into the Budapest Memorandum? Was Clinton even aware that his predecessor had enabled the person who said this, to illegally2 exercise a veto in the UN (violating the UN Charter), thereby enabling Yeltsin to “veto” any UN measures to stop him implementing this demand by force?
One might comment on the reliability of Russia’s signing of any Treaty, while it had been actively violating the United Nations Charter membership provisions since 1991, and non-aggression provisions since the invasion of Chechnya on 11 December 1994, 6 days after signing the Budapest Memorandum.)
The blueprint - looking back
1. Yeltsin got rid of Gorbachev, stopping Gorbachev's planned democratisation of Russia.
After he weakened and destabilised Gorbachev, pretending to support him, he together with the leaders of Ukraine and Belarus abolished the USSR. But formed another group, the CIS. Less than 2 weeks later the remaining members of the USSR had left, joined the CIS and also declared the USSR ceased to exist. Except Georgia.
Within 3 days,that “partnership” was ditched by Yeltsin. Within weeks he was claiming Crimea from his supposed “partner” Ukraine.
2. He grabbed hegemony by gaslighting his way into the UN and the Security Council, on the basis of a lapsed membership that Russia had no right to,
without ever joining or acceding to the UN Charter. Instead of joining the UN like all the other ex soviet states, Yeltsin thought he’d defraud his way into memberships that no longer existed, by operation of law.5
When Ukraine complained to the UN about Yeltsin moving to take Crimea, in May 1992, it was ignored.
3. He grabbed military power -
a. Claimed Crimea 5 months after 2 treaties to respect territorial integrity, then
b. Grabbed the nukes.
violated the Belavezha and Alma Ata Treaties to share control and denuclearise. status as the only nuclear ex-soviet state under the Nuclear Non-proliferation Treaty, conning Clinton into forcing Ukraine to give them the third largest nuclear arsenal in the world (and other weapons- which are now being used against Ukraine), ensuring they could not resist invasion.
4. He finangled Russian monopoly of nuclear arms and status as the only nuclear state under the Nuclear Non-proliferation Treaty.
He conned the nukes out of the DEMOCRATIC nations of Ukraine, Belarus and Kazakhstan, removing any ability to challenge him, in return for nothing more than Russia's existing obligations under the Helsinki treaty. (Budapest Memorandum of Misunderstanding finally signed in 1994: read "When the West defanged Ukraine".)
Conning President Clinton 6 days into his presidency into badgering a skeptical Ukraine which had resisted since 1991, and threaten the president Kravchuk into signing the Budapest Memorandum. France and China refused to sign. French President François Mitterrand WARNED remarked to his Ukrainian counterpart: “Young man, you will be tricked, one way or the other. Don’t believe them, they will cheat you.” (ibid.) Clinton recently expressed his acknowledgement and regret in an interview by Irish media RTE. (Video on RTE twitter page)
Ukraine had the 3rd largest nuclear arsenal in the world, about 5000 (source: Federation of American Scientists, "Ukraine Special Weapons"). A missing question is, how many did RF actually have compared to Kazakhstan, Belarus and Ukraine, before they gave them up? Russia apparently concealed this information, Wikipedia's widely trolled russian information is dubious. One estimate was "more than 10,000" before the dissolution, ie they may have had half, or more (Info needed).
5. He sold off USSR's entire wealth in a way that ensured it ended in the hands of controllable oligarchs, forever thwarting any prospect of democratic power, control, or income source
5. Then he passed on the power to Putin to cover up what they had done and continue what they started.
That's on top of the 9-11 wars and insurgencies, and interference in elections made obvious in Ukraine, during Yeltsin's presidency.
Let's get to the bottom of what this is all about. The Yeltsin Blueprint.

1. He got rid of Gorbachev, stopping Gorbachev's glasnost, perestroika, and planned democratisation of the USSR.
2. He grabbed hegemony by conning the UN into being complicit in the total fiction that Russia "inherited" USSR's membership of the UN and permanent seat on the Security Council, to subvert any UN control over Russia, and it's expansion and influence.
2a. There is a well known phenomenon in criminal law where people who have lied then regret it, become too afraid of consequences to them, to admit they have lied. This is the only reason IMHO why the entire world continues to support this farce, violating the United Nations Charter Article 23 every minute they continue to do so, and have compounded it further by violating Article 27 prohibition on any member of the UNSC voting/vetoing any decision in which it is a party to aggression.

Pretty effective, eh.
What can be done?
The starting point to undo this is 2. above. Smoke and mirrors have no place in the UN. No system based on a violation of the law can have integrity. And here we are talking about our world system for protection of sovereignty (which is the government of countries) and human rights.
Seriously, who is Putin going to nuke if the entire world acknowledges a legal fact, the imposter's microphone is removed, and it is invited to make an application under Article 24 of the UN Charter? Answer: In my experience, bullies who have their stolen power exposed and removed, immediately stop being listened to, and stop misbehaving.
Seriously, what is China going to do if this happens? They have already announced that the “'No limit' is nothing but rhetoric, and they are not on Russia's "side". Are they going to flounce off with the failed totalitarian states coalition, whose populations are so screwed that they cannot afford to buy china's exports?
NOW: Desperately trying to discredit and collapse the UN before their fraud is acknowledged, they lose their influence over the failed totalitarian states they have spawned, and the world turns on them. The hourglass is running.
UN is an extremely well designed, effective setup, with all necessary balances and controls. The only thing wrong with it is that it's rules have been ignored, temporarily sabotaging it's power and status, turning it into a mockery. This is a machination of Russia and it's failed state satellites, to actually get rid of this essential body and institute their own "world order" to keep power and stop the expected natural spread of democracy and freedom, with the same force they use inside their own countries.
(You may comment on the veto power. The abuse of the veto power also originated from the unaccountable autocracy, the USSR, and has infected and been copied - probably initially in self defence. In democratic states the veto is answerable to voters - who make a state vulnerable to international condemnation and political and economic pressure as well as to their own moral judgments. There is no such control in authoritarian states. Use of the veto power will be highlighted and subject to much more oversight and accountability once the firehose from Russia is removed. That is a natural control on it. Once Russia is gone, such pressures could lead to reform by an amendment to the UN Charter providing that vetos could be overruled by a super majority of the General Assembly, and perhaps when they are thus made safe, by issuing of vetos to major global representatives for example small island states, medium sized non nuclear states, etc. But if further vetos/permanent memberships are issued without any ability to over-rule, the UN will be brought to a complete standstill, requiring unanimity which will prevent response to emergencies. It’s complicated.
